Integrity, Rosti at the FIFA Global Integrity Programme

On Thursday 12 and Friday 13 June, the second module of the FIFA Global Integrity Programme took place. Among the participants was lawyer Massimiliano Rosti, Integrity Officer of the San Marino Football Federation.

The programme is strongly promoted by FIFA, which in recent years has been striving to tackle more effectively the problem of match-fixing and illegal betting. The second of four modules of the programme – which will conclude in January 2026 – focused on how to leverage international regulatory frameworks and partnerships to combat match manipulation. This is a global issue that today involves athletes, sports officials and criminal groups. It is also crucial to have a coordinated response between football associations, judicial authorities and international organisations. To address this, the FIFA module presented a number of useful tools such as the UN Convention against Corruption (UNCAC), the UN Convention against Transnational Organized Crime (UNTOC), the Council of Europe Convention on Sport, and the FIFA Code of Ethics. These valuable tools help to prevent, detect and sanction corruption, but must be adapted to local contexts.

During the online course, participants were able to examine case studies, carry out practical exercises and attend a range of presentations from experts in sport, justice, academia and the private sector – as well as answer quizzes and take part in activities between lessons on the FIFA platform.
